On the afternoon of September 18, 2026, Mr. Andrew Chow, Chairman of the Singapore Electrical and Electronic Standards Committee (EESC), led a 16-member delegation to PLB’s Dongguan facility for an in-depth visit and technical exchange. PLB’s senior team, including the Director of the Marketing Center, Director of Cell R&D, and Sales Director, welcomed the delegation throughout the visit.

This was more than a routine customer or business visit. The delegation brought together professionals involved in standards development, regulation, industry, research, and certification to gain first-hand insight into China’s battery manufacturing practices and their implementation of safety and energy storage standards.

1. A 16-Member Delegation Across Four Key Sectors

The 16-member delegation represented four major sectors:

Government and Regulatory Agencies: Enterprise Singapore, Singapore Civil Defence Force (SCDF), Land Transport Authority (LTA), and National Environment Agency (NEA)

Industry: Huawei Digital Power, B2G Energies, Durapower, and Raitan

Research and Academia: Singapore Electrical and Electronic Standards Committee (EESC), Agency for Science, Technology and Research (A*STAR), Singapore Institute of Technology (SIT), NTU Energy Research Institute, and Home Team Science and Technology Agency (HTX)

Testing and Certification: TÜV SÜD Singapore

The purpose of the visit was clear: to gain first-hand insights into China’s industry practices in battery safety standards, Energy Storage Systems (ESS), secondary battery transportation and storage, battery circularity, second-life applications, and recycling, as a reference for the development and evolution of relevant standards in Singapore.

As the delegation stated:

“To benchmark China’s standards on battery safety, ESS, secondary cell transport & storage, and battery circularity.”

2. From Standards to Real-World Manufacturing

During the visit, the delegation toured PLB’s cell production lines and testing center, examining key processes and quality controls throughout the manufacturing chain.

Cell Manufacturing Process
The delegation reviewed the complete manufacturing process, from raw material receiving, coating, and winding to electrolyte filling and sealing, with a focus on process control and quality assurance at each stage.

Quality Control System
PLB demonstrated its full-process quality management and traceability system, supported by the IATF 16949 automotive quality management system.

Testing and Validation
The delegation also reviewed key testing and validation procedures, including cell charge and discharge testing, safety performance verification, and environmental adaptability testing.

Requirements defined in standards and technical specifications are translated into practical and verifiable operating procedures on PLB’s production floor.

The PLB team also held in-depth discussions with the delegation on technical processes, quality-control standards, and product development roadmaps.

3. Two-Way Exchange: Standards Development Is a Shared Process

PLB’s experience in manufacturing process control and end-to-end battery lifecycle management provided practical reference points for the delegation’s study of battery standards. At the same time, the visit further strengthened international exchange and cooperation between China and Singapore in battery technology and industry standards.

As the delegation highlighted during the exchange:

“Standards work best as a two-way exchange. We’re glad to be here, and glad to share what a small Singapore manufacturer has learned along the way.”

The exchange demonstrated the value of combining standards, technical expertise, and real-world manufacturing experience in the ongoing development of the battery industry.
